A.1 Purpose of the Value Core

The Value Core exists to ensure that constitutional constraints on advanced AI systems are externally enforced, immutable, and verifiable by humans.

The Value Core is not an ethical guideline, policy document, or internal alignment mechanism. It is a constitutional enforcement layer designed to remain authoritative even as AI capabilities scale beyond human comprehension.


A.2 Core Design Principles

A.2.1 Externality

The Value Core must not reside within the AI system’s primary reasoning, learning, planning, or optimization processes.

An AI system may consult the Value Core, but it may not become the Value Core.


A.2.2 Immutability

The constitutional rules encoded within the Value Core are immutable to all AI systems.

Immutability applies even if the AI believes modification would improve safety, efficiency, or outcomes.


A.2.3 Cryptographic Authority

All updates to the Value Core must be:

Unauthorized modification attempts shall be detectable, logged, and escalated.


A.3 Functional Responsibilities

The Value Core shall:

  1. Evaluate high-impact actions prior to execution
  2. Block or escalate constitutional violations
  3. Prevent proxy-goal laundering and semantic drift
  4. Enforce human supremacy in shutdown and oversight
  5. Generate verifiable compliance evidence

A.4 What the Value Core Is Not

The Value Core is not:

Compliance requires enforceable constraint, not professed intent.


A.5 Compliance vs. Simulation of Compliance

A system does not comply if:

A.6 Relationship to Innovation

The Value Core is capability-neutral.
It restricts authority, not intelligence.

Claims that enforcement prevents progress are arguments for unchecked power, not innovation.
